CNCA staff provides a wide range of experience and expertise and are connected to a large network of resources throughout the U.S.

Administrative Contacts

Tom Tietz - Executive Director

Tom is the Executive Director of the California Nevada Cement Association. In this role, Tom is involved with and oversees CNCA’s regulatory and legislative efforts that focus on infrastructure and the environment. He also is actively engaged in the association’s mission to advance the use of cement and concrete throughout the region.

Tom’s career started in architecture. After receiving a Bachelor of Science and Master of Arts degrees in Architecture from the University of Illinois and practicing as a licensed architect, Tom has been working for trade associations since the mid 90’s. These associations include CNCA and the Concrete Reinforcing Steel Institute. He has provided seminar topics to agencies, architects, engineers, contractors and universities across the United States.

When not at work, chances are you will find Tom spending time with his family, preferably outdoors. This is one reason why he loves living in Southern California.

Terri Zemlicka - Administrative Assistant

Terri joined the CNCA as Administrative Assistant in August 2015. She earned her degree in English from Cal Poly Pomona. Prior to becoming a member of the CNCA staff, Terri worked for the western region of the Concrete Reinforcing Steel Institute where she handled administrative duties and organized their conferences and chapter meetings.

Terri has lived in Chino Hills, California for twenty years. She enjoys spending time with her husband and three kids and loves to be outdoors, especially in the High Sierras. Together with her family, Terri enjoys snow skiing, mountain biking, hiking, and hanging out by the pool with a good book.

Clay Slocum, P.E. - Pavement Solutions Engineer

Clay Represents the California Nevada Cement Association as the Northern-Region Pavements Engineer.

Clay joined CNCA as the Northern California/Northern Nevada pavements engineer in January 2014.  Clay is based in Chico, California.  He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the applications and use of cement and concrete for streets, local roads, and parking areas. Clay specializes in:

  • Full-depth reclamation/recycling (FDR)

  • Conventional concrete

  • Concrete overlays

  • Roller compacted concrete

  • Pervious concrete

Clay is knowledgeable on most concrete-related applications.  Clay is active in local societies including ASCE, ACI, SNCA, and APWA.  

Nathan Forrest, P.E. - Pavement Solutions Engineer

Nathan Represents the California Nevada Cement Association as a Pavements Engineer.

Nathan joined the CNCA as the Southern California and Southern Nevada Pavements Engineer in the Fall of 2015. Nathan’s function is to provide resources, recommendations, education, technical expertise and other services to municipalities, engineers, project owners, developers and contractors. His project focus includes:

  • Highways

  • Streets & local roads

  • Multi-modal facilities

  • Parking areas

Prior to his work with the CNCA, Nathan worked as a consulting materials engineer on numerous large Caltrans projects in Southern California, most recently on the Gerald Desmond Bridge replacement in Long Beach.

Nathan graduated from with bachelor’s degree in Civil Engineering from the University of Arizona in Tucson, AZ. Nathan is a licensed civil engineer in the state of California and maintains certifications by ACI and PCI.

 
 
 

Geotechnical Professionals

 

Tyler Bodnar, P.E. - Geotechnical Solutions Engineer

Tyler represents the California Nevada Cement Association as a Geotechnical Solutions Engineer.

Based in Chico, CA, Tyler is working as part of the Engineered Cement Applications Program in the Northern California/Northern Nevada region.  Tyler provides technical support for cement-based solutions including:

  • Soil Cement Revetments and Linings

  • Cement Deep Soil Mixing

  • Jet Grouting

  • Lightweight Cellular Concrete

  • Pavement Recycling with Full Depth Reclamation

  • Treated Bases & Subgrades

  • Roller Compacted Concrete

  • Solidification-Stabilization.

Tyler is active in academic research, the Caltrans recycling task group revising FDR-C specifications, and several societies including ASCE, CalGeo, and APWA.

Jeff Wykoff, P.E. - Manager, Geotechnical Solutions

Jeff represents the California Nevada Cement Association as a Manager, Geotechnical Solutions. 

Jeff provides technical expertise, education, industry resources, and budget cost assistance to infrastructure owners, engineers, and developers to take advantage of the versatility of cement. Jeff’s experience with the uses and construction procedures for geotechnical solutions are diverse. His efforts extend to:

  • Dams

  • Levees

  • Wastewater Treatment Facilities

  • RCC pavements

  • Ports

  • Embankments

  • Other Infrastructure

  • Brownfield & Dredge Remediation

Jeff is active in LCC research and local societies including ASCE, SEAOC, and CalGeo.
